Operation Empower Scholarships

The Operation Empower Scholarship is set up to

  • enhance the academic stamina of ethnic minority youth in Hong Kong, and
  • foster awareness of the importance to invest in their education

The award scheme is brought forth with a “Pay it Forward” approach, i.e. award recipients are expected to give back to the community in the near future, for instance, through doing voluntary service.

Selection Criteria

Applicants must meet the following criteria

› Showing good learning attitude and discipline 

It is of prime importance that applicants should display a positive attitude towards learning, i.e. responsiveness, reliability, cooperativeness, enthusiasm, etc. and good behaviour.

› Has Financial Needs 

Eligibility will be assessed using the government’s “Adjusted Family Income” (AFI) mechanism, based on the applicant’s family income.

› Having potential to benefit from the extra tutorial support

Students who are falling behind in their studies would without a doubt benefit from the sponsored tutorials. The scholarship is also for students who are doing reasonably well academically, but aspire to achieve greater things, e.g. to enter a good secondary school or a competitive university programme. The scholarship serves to encourage them to strive for a brighter future.

Expectations on Award Recipients

To maintain the scholarship, the recipient must do the following:

  • Attend scheduled classes punctually.
  • Complete assignments and assessments dutifully, showing good effort.
  • Observe the New Vision Education Centre’s Code of Conduct and Student Guidelines.


If a recipient fails to abide by the above terms, he/she may lose the scholarship and will have to pay the remainder of the tuition fee (if applicable).

Value of Award

Students selected for this scholarship will receive a grant of $990 (full scholarship) / $500 (half scholarship) per month over a period of 10 months, to sponsor the recipients’ tutorials. They will also gain membership to a mentorship programme for personal growth and careers guidance.
